Research on method of dynamic risk evaluation of R&D project based on new evaluation scale of linguistic information

A practical method is proposed for risk description and collection, a new evaluation scale of linguistic information is given for risk quantitative calculation, and time variable is developed for dynamic risk sorting and trends assessment, with high uncertainty in R&D project and language preference in expert evaluation. Finally, the effectiveness of the method and the rationality of the evaluation result are proved by a practical example.
