N2 - Small-controllable systems are controllable under arbitrarily small control inputs. In this paper, small-controllability of a class of discrete-time bilinear systems is studied. A necessary and sufficient condition for the systems to be small-controllable is presented. Furthermore, a new notion, defined as near-reachability, is introduced to describe the systems when they are uncontrollable but own a strong reachability property, and a necessary and sufficient condition for the systems to be nearly-reachable is also obtained. Finally, examples are given to illustrate the results of this paper.
