abstract = "In order to analyze and evaluate the policy of women-only cars, this paper formulates an equilibrium problem as a complementary model for a many-To-one transit system. In this model, all of the commuters are assumed to have the same work-start time at their destination and the same unit time cost of being early or late. In-car crowding is measured by the density of commuters inside a car with the similar crowding level bringing higher crowding cost to female commuters as compared with male commuters. Existence of equilibrium is proved by converting a complementary model into an equivalent variational inequalities (VI) problem. Finally, a numerical example finds that the ratio of women-only cars can greatly influence the travel costs of all commuters. With a new objective function of social welfare loss, women-only cars can be regarded as an effective policy to improve the travel welfare loss on a transit system.",
