摘要

This study applies public policy theory to analyze the differing tropisms of the constitutors and executors of public policy, and the ways this can distort implementation. The article also discusses why to produce and how to bring in distortions in implementing public policy. The authors find different factors contributing to policy distortion from “rational” and “public” people.
