N2 - Because the scale of water conservancy and hydropower project is quite large, how to balance the earthwork is a key factor which affects the project progress. It is also an important way for saving resources and construction costs. In this paper, an earthwork balance decision support system (EBDSS) based on transport network inference was constructed, and it was suitable for earthwork project. The LP model in this system was based on route flow. To get the optimization results, it was considered of each earthwork material yard, each excavation project, each medium yard, each emptying-point, each intersection, each road section and each route. The system is applicable to Chinese large dam projects and can provide earthwork material balance scheme in accordance with basic data and requirements of the project supplied by the user.
