N2 - In manned lunar exploration missions, lunar communication networks face severe challenges, including link blockage, heterogeneous services, and limited resources. Conventional strategies are hard to balance system throughput with the real-time demands of critical services (e.g., astronaut voice, remote control commands) under burst traffic, resulting in significant fluctuations in network availability. To address this, an adaptive network evolution strategy is proposed by Lyapunov optimization. A comprehensive availability evaluation model is constructed with metrics of delay and throughput. Based on this, the timeslot allocation problem is transformed into optimization problem with non-decaying availability constraint. By designing a drift-plus-penalty mechanism, the system can dynamically perceive network congestion and adaptively allocate resources among diverse services without prior knowledge of traffic distribution. Simulation results demonstrate that compared with static and proportional fairness strategies, the proposed strategy effectively prioritizes critical services, maintaining a near-perfect delay satisfaction rate under the specific simulated highly competitive burst traffic environments, while ensuring continuous compliance with the non-decaying availability constraint. Therefore, the strategy significantly improves the safety and reliability of lunar missions.
