摘要
Aiming at requirement of comprehensive PNT (positioning navigation timing) becoming ubiquitous and intelligent service System in China in 2035, this paper analyzes corresponding PNT Systems and their achievement in the world. In order to achieve a high-quality Service System, it is also necessary to strengthen network management from Signal sources to end-users in addition to signal fusion and terminal Integration, to construct network management System. It not only describes that network management System of comprehensive PNT(PNT-NMS) is a core content of reliable and security Services, but also establishes a framework com-posed of seven units and discusses management functions of each unit. Through the construction of network management System, it will establish a complete chain of comprehensive PNT from signals to network management System to termi-nals, fulfill a crucial technical basis for comprehensive PNT, and promote large-scale industrialization of ubiquitous and intelligent PNT Service.
