N2 - The project of low-orbit satellite Internet has the characteristics of long development period, large scale and wide scope. The risk factors of this project are diversified with multilevel and have the characteristics of aggregation and systematization. Moreover, the relationship between its risk factors is complex. Based on the thought of systems engineering and addressing the characteristics of aerospace project development, this paper presented a three-dimensional risk management structure model of the low-orbit satellite Internet project, which covers the development phase dimension, risk management program dimension and risk management knowledge dimension. Then, according to the risk management program dimension, the risk management activities of the low-orbit satellite Internet project were discussed and analyzed following the steps of project risk management planning, risk identification, risk assessment, risk response as well as risk monitoring and control. Considering the possible application of a large number of new technologies in the low-orbit satellite Internet project, this paper introduced a kind of group multi-index decision-making method into the new technique risk assessment practice from the project risk management knowledge dimension, and illustrated the specific application of this method in new technique risk assessment through an example. This method is an effective method that is easy to operate for risk assessment of new techniques in innovative projects which have insufficient historical data.
