Abstract

The Integrated Joint Combat Systems(IJCS) is the direction of war in the future. The strategic decisions are often made by different levels of command authority and research institutes in IJCS. In this paper the characteristics of complexity of the decision-making systems and progress of SoS have been discussed and how to use to emergency of the decision-making systems to adapt the changing and dynamic external environment and accomplish the mission or goals is studied. And the methods of how to control the emergency of the decision-making progress and to improve the performance of decision-making are presented, which helps commanders to make scientific decision in wars.
