Abstract

Those who deliberately give unscheduled birth should be punished severely, and those who are non-intentional should be given instruction, guidance and intervention. The register system of marriage and childbearing certificate should be improved; the management responsibilities in domicile and residence should be definite; the issues about the family planning institutions and personnel and funding should be planned and solved; the management of floating women at childbearing age should be classified and free them of dilemma. The management can be improved by expanding service channels.
