Research and construction on performance evaluation system of defense science and technology program

Taking aim at the urgent need of evaluation system construction of defense S&T program, a performance evaluation system of the program composed of overall designing and modeling was set up based on theoretical analysis of the program performance evaluation and empirical analysis of the program evaluation system of USA, combined with the practice of program management in China. A case study on input-output efficiency evaluation of the program was developed by the data envelope analysis method. Several policies and measures of implementing the program evaluation were proposed to provide decision-making support for perfecting the evaluation system, improving management level and efficiency of the program.
