Abstract

Multiple attribute group decision making (MAGDM) has been considerably welcome in evaluation problems. In this paper, we investigate the multi-criteria group evaluation under intuitionistic fuzzy environment: (1) to introduce Euclidean distance of intuitionistic fuzzy set (IFS) to optimize weights with social consensus assumption by minimizing the sum of squares of distance; (2) to present two-stage method gather up multi-expert and multi-attribute information with intuitionistic fuzzy generalized ordered weighted averaging (IFGOWA) operator and intuitionistic fuzzy generalized hybrid weighted averaging (IFGHWA) operator; (3) to use an evaluating indicator and uncertainty degree to represent whether evaluation is good or bad and credible or not. Then, we describe an empirical research of China's public project evaluation, in which assessment system is structured by logical framework approach (LFA). The approach not only extends fuzzy MVGDM to intuitionistic fuzzy MVGDM to deal with indeterminacy, but also, to some extent, adjusts group decision making to comfort the conditions of group evaluation.
