Abstract

In recent years, many unexpected and unconventional events repeatedly occurred all over the world. These outbursts exert great negative impacts on a nation's politics, economy and peoples' life. This paper, first of all defines what emergency is, and then classifies it. This paper conducts a research on the characteristics of evacuation traffic flow based on the characteristics of emergency, then it investigates the evacuation traffic demand, constructs the optimized model of land utilization based on traffic efficiency in order to divide the evacuation zones, and investigate the mathematic model to forecast the traffic demand in evacuation zones.
