Abstract

The paper discuses how to make an ex-ante decision of sampling information when decision maker has prior sampling information. Shortcomings of Expected Value of Sampling Information (EVSI) and Expected Net Gain from Sampling Information (ENGSI) in evaluation sample investigating are analysed, then an ex-ante decision method using transference entropy is developed to decide if more sampling investigating is profitable. The meaning of the sampling investigating is discussed.
