First, we estimate the location parameter ε by using the linear estimation. Then we estimate shape parameter m and scale parameterη in the weibull distribution. Thus a linear estimation method for determining a three-parameter Weibull distribution is completed. This method can be applied in reliability engineering for reliability evaluation.",
