Analysis of the order degree of flood emergency response organization based on Structure-Entropy model

Abstract

The organization structure plays an important role in keeping order degree and other characteristics of organization. Structure-Entropy is a general method to evaluate the order degree of an organization. In this paper, we apply it to evaluate the flood emergency response organization. Firstly, the concept of the Structure-Entropy is described. Then the flood emergency response organizations of Beijing and Shenzhen are analyzed. Finally, based on the Structure-Entropy Model, time-efficacy entropy and quality entropy are calculated to measure the order degree of these two organizations. The results prove that it is applicable and available to use Structure-Entropy Model to evaluate the order degree of organization. Some suggestion based on the evaluation can be helpful to the construction of city flood emergency response organization.
