A traffic network capacity reliability considering mean-excess travel time with perception error

Abstract

An essential factor that affects the travelers' route choice behavior is travel time variability, as indicated by empirical studies. Travel time variability elaborates both reliability and unreliability aspects. The concept of mean-excess travel time can capture this characteristic of travel time variability, which is one of the most widely used measures for assessing transportation network performance. Moreover, the travelers' route choice decisions are based on the perceived travel time rather than the actual travel time. Therefore, this paper firstly presents a traffic equilibrium model based on the mean-excess travel time with stochastic perception errors that explicitly considers road network capacity in the route choice process. Thus, an acceptable capacity exceedance probability will be considered in a degradable road network. The network traffic capacity model based on mean-excess travel time with perception error is presented. Finally, numerical studies on a small network are provided to illustrate performances of the network.
