Abstract
In order to arrange the route of hazmat transportation reasonably and reduce the harm brought by hazmat accidents, influencing factors including transportation cost, environmental risk, rescue capability, road accident risk, population risk, and traffic condition in hazmat transportation under time-varying conditions are analyzed. The urban road network in Changchun city was selected as the research object, an optimum model of transportation route under time-varying conditions was established based on ArcGIS and evaluated and analyzed using real data. The results show that the route optimized under time-varying conditions of the model is reasonable, and the graphics description is valuable for supervisors.
