Abstract

MPEG-4's Fine-Granularity-Scalability (FGS) is able to smooth the variation of bandwidth by using flexible bit-plane coding. This paper analyzes the large delay shortcoming of known FGS rate allocation methods based on sliding window when used in live real-time application like video conference, and proposes an improved method with low delay. It calculates every frame rate from history data. Experiments show that our method effectively cuts down the delay without reducing too much efficiency of rate allocation.
