A fractal-based collaborative model for disaster emergency organization

Abstract

The high degrees of uncertainty of the emergency environmental change make it difficult for the Emergency Organization (EO) to response quickly and efficiently. Coordination among the Emergency Organizations under the dynamic environments is getting more and more complex in the emergency management. The purpose of this paper is to propose a collaborative model including Local Emergency Command Organizations (LECOs), Rear Emergency Command Organizations (RECOs) and Rear Emergency Ability Organizations (REAOs), which supplies the emergency capability. And also this paper puts forward a Fractal Emergency Organization (FEO) framework based on the coordinate relationship. A fractal is consisted by some participants and its sub-fractals, where participants as suppliers form Demand-Supply (DS) relationship with sub-fractals as demands. Then, a fractal unit mathematical goal model is put forward with a parameter 'Collaborative Level' (CL). CL influences coordination cost in fractal and changes the task planning of fractal. Lastly, this paper uses a numerical example to illustrate the coordinate process of the FEO.
